My Lord,
I have the honour to enclose for Your Lordship's information the accompanying copy of a letter, N° 9 of the Secretary, from Mr. Inglis the Registrar General, together with its enclosure which shows the bad state of Mr. Pennell's Health, and the necessity of a change of Climate for its restoration, as is testified by the report of his medical attendant, attached to the Enclosure.
Having brought the subject before the Executive Council yesterday, it was decided that Mr. Stevenson's request should be granted, and the amount paid by him
